Graduating high school seniors must have a 3.25 or higher GPA; currently enrolled college students must have a minimum 3.0 GPA; re-applying students may receive an exception for extenuating circumstances down to a 2.75 GPA.

Student Profile
Ventura County residents who have graduated from or will graduate this year from any high school in Ventura County enrolled or enrolling in an accredited community college or 4-year college or university to pursue an undergraduate degree in the state of California pursuing an undergraduate degree OR Ventura County residents who have graduated from or will graduate this year from any high school in Ventura County and who are enrolled or will enroll in a career and technical training institute in the state of California pursuing career training and certification OR re-applicants who received an award from the John and Agnes McFarlane Scholarship fund prior to 2010 even if not attending a California college, university, or career technical training institution.
Other Special Requirements
Applicants must show demonstrated interest and involvement in the welfare of the community through their school and community activities. Required. Essay Topic: How I intend to pursue a life of public service dedicated to “the dissemination of knowledge and to the public welfare” and how my life and values reflect the donors’ criteria which includes “an abiding faith in American democracy, a sound belief in the system of free enterprise, high regard for human rights and freedoms of man, and a sincere concern for the welfare of mankind.” Preference will be given to applicants who show promise for a career in public service as evidenced by participation in school or community activities and information provided in student essay. Students may re-apply in successive years.
