Purpose of the fund: The primary purpose of the Fund shall be to benefit the City of San Buenaventura and the County of Ventura including, but not limited to, the advancement of the arts, religion, education, health, recreation, and science; promotion of social welfare, relief of the poor, distressed and underprivileged; and elimination of prejudice and discrimination.
